The Batangas State University (BatSU) is a technology-based curriculum university with 10 campuses located throughout the province of Batangas. The College of Arts and Sciences of batSU aims to provide leadership in quality instruction, extension service, and professional training. It also aims to produce scientifically trained, economically stable, and environmentally conscious citizens.

The Bachelor of Science in Developmental Communication program (BSDC) provides students with a strong foundation in the theories and principles of communication and its role in development. The BSDC program provides a training ground for planning, implementing, and managing information campaigns while targeting specific audiences, mainly in rural and under-developed communities.
