Communication for Development (ComDev) is essential to inclusive and sustainable change. By fostering dialogue, sharing knowledge, and amplifying community voices, ComDev helps bridge gaps between local realities and policy decisions. It enables farmers, fisherfolk, and rural stakeholders to access information, participate in decision-making, and co-create solutions that improve livelihoods. As the world faces climate challenges, food insecurity, and social inequality, ComDev offers a pathway for people-centered development where communication is not just a tool—but a catalyst for empowerment and collaboration.
In the Netherlands, Van Hall Larenstein University of Applied Sciences (VHL) demonstrates how ComDev can be integrated into education, research, and community engagement. At the global level, the university contributes to the Global Research Initiative for Rural Communication (GRI-RC)—a network co-founded with the Food and Agriculture Organization of the United Nations (FAO) and partners including the University of Queensland, University of Guelph, Wageningen University and Research, University of Reading, and the University of the Philippines Los Baños. Through this collaboration and the CCComDev platform, VHL helps advance research and practice on rural communication services, reinforcing the role of communication as a driver of equitable and sustainable development. VHL also strengthens professional capacity through its HVHL Academy, which offers training programs on communication for sustainability.
Through its International Development Management program, VHL trains students and professionals to apply communication principles in addressing issues such as climate action, food security, and social equity. Learners gain hands-on experience in stakeholder mapping, message framing, behavioral change communication, and multi-stakeholder dialogue. Guest lecturers from organizations like Fairtrade International and the Red Cross connect theory to practice, while internships immerse students in real-world development contexts both locally and abroad.
Beyond the classroom, VHL’s living labs and applied research initiatives put ComDev into action. In regions such as the Caribbean, India, and Indonesia, these collaborative projects unite communities, technical experts, and researchers to address sustainability challenges like climate adaptation and water management. Communication becomes the thread that ties these efforts together—ensuring that solutions reflect local knowledge and priorities.
