Call for proposals: video on the use of VGGT for Indigenous Peoples

The Food and Agriculture Organization of the UN (FAO) is inviting interested organizations to submit a proposal on the practical application of the Voluntary Guidelines on the Responsible Governance of Tenure by Indigenous Peoples.

Following the request by the UN Permanent Forum on Indigenous Peoples in May 2014, FAO organized a meeting with indigenous peoples on the Voluntary Guidelines on the Responsible Governance of Tenure of land, fisheries and forests in the context of national food security (VGGT) on 2-3 February 2015.

At the meeting, the UN Special Rapporteur on the rights of Indigenous Peoples pointed at major challenges encountered by Indigenous Peoples, including forceful displacement, loss of their lands and lack of recognition of their right to the lands, natural resources and territories where they have been living for thousands of years.

As a result of the event Indigenous Peoples’ representatives specifically requested FAO to develop several capacity development activities to socialize the VGGT and strengthen their implementation at country level for and with the support of Indigenous Peoples.

CALL FOR PROPOSAL

FAO is inviting interested organizations to submit a proposal to develop a video of max 10 minutes (preferably an animation video) on the practical use that Indigenous Peoples could make of the VGGT. The video should: 

  • Highlight the role of the VGGT as a tool for Indigenous peoples to use in land related matters 
  • Turn into a tool that will enable Indigenous Peoples to learn about the VGGT (facilitating exchanges and discussions) 
  • Bring to light the parts of the VGGT that are most relevant for Indigenous Peoples 
  • Showcase good practices related to their application (e.g. registration of customary land rights of an indigenous community, development of new laws for the recognition and protection of the legitimate tenure rights of indigenous peoples, etc.) 
  • Be of universal character (addressed to indigenous communities in different parts of the world) 
  • Emphasize specific/key articles of the UN Declaration on the Rights of Indigenous Peoples (UNDRIP) affirming rights to lands and resources, subsistence, redress and restitution, traditional knowledge, sacred sites, as well as Free, Prior and Informed Consent (FPIC) 
  • Reflect self-determination 

WHO MAY APPLY

1. Non-profit Indigenous Peoples’ Organizations (women and youth’s organizations from all regions are encouraged to apply)
2. Organizations with previous experience in developing similar animation videos

Interested organizations should submit their proposal consisting of a narrative and financial plan by Monday, 7 December 2015.
